A complex of scientific research of historical and legal aspect of a new economic policy and modern agrarian reform in Ukraine is conducted in the dissertation together with the comparative analysis of legal relationships of these historical periods in the agrarian sector of the economy of Ukraine and the Autonomous Republic of Crimea; the estimation to the legal reforms and their influence on the economy of the State is also determined.
