The thesis deals ground of scientific principles are in-process exposed and grounded ecologically safe lixiviating of metals from the rock dumps of the coal mining, and also more rational use of natural resources. Grounded process of processing of rock dumps of the coal mining, with the purpose of the use of them in quality raw material for metallurgy by the method of the acid lixiviating of aluminium from a turn breed and approved receipt of aluminium, and in passing gallium and germanium, from a turn breed by the method of the biochemical lixiviating, utilizing the sulfate acid naturally formed bacteria. The results of researches are resulted from the study of possibility of additional receipt of gallium and germanium from a turn breed at the flotation enriching of breed by sulfides. The ground of of principle ecologically safe chart of the complex small-offcuts processing of rock dumps of the coal mining is presented. The estimation of ecological and economic aspects of the offered processes of lixiviating of metals is conducted from rock dumps and it is discovered that introduction of the offered charts will result in the substantial improvement of the ecological state of coal mining regions.
