Essay

In the thesis the situation in the penal branch of the Ukrainian State, led by Hetman Skoropadsky in April-December 1918 is analyzed and highlighted. On the basis of modern methodological approaches and in accordance with research methods it is established that in political terms Hetman's experiment demonstrated from the one hand, the vitality of the Cossack Hetman tradition on building of its own legal basis, from the other - the desire to balance the value of ideological, political and legal orientations of national revival in the course of European liberalization process of social life.
