Essay

Dissertation is devoted to the complex analysis of key issues of counterterrorist policy and fight against terrorism in the countries of Central Asia, Russia and Ukraine. The picture of the phenomenon of terrorism is thoroughly studied; the separate stages of development of terrorism are selected (in particular the stage of globalization of terrorism and expansion of circle of his determinant); factors are systematized, of political, economic, social, spiritual and psychological spheres which influence subsequent development of terrorism; features and tendencies of modern terrorism are stressed (in particular increase in volumes of financing of terrorism); expedience of selection of financing of terrorism is well proven in the separate articles of criminal legislation of Kazakhstan, Kirghizstan, Tajikistan, Uzbekistan, Russia and Ukraine; the necessity of standardization of definition of terrorism is based in the counterterrorist legislations of countries of Central Asia, Russia and Ukraine taking into account their national and geopolitical interests. The Author's determination of terrorism is offered. The role of the UNO and activities of the international special and regional organizations (in particular the Shanghai Cooperation Organisation (SCO) and the Regional Anti-Terrorist Structure of SCO (RATS SCO)) are analysed, as well as the role of the Higher organs of the CIS and profile organs of a particular branch collaboration in the questions of cooperation in a fight against terrorism. Regional experience of fighting against terrorism in the countries of Central Asia and Russia, and also measures of Ukrainian state, directed against the phenomenon in Ukraine are investigated. Recommendations are worked out for subsequent improvement and provision of measures against terrorism in the system of national security of countries of Central Asia and suggestions are proposed for counteractions terrorism in Ukraine.
