Khmelnikov A. Decentralization as a mechanism of modernization of political management on the regional level.

The object is an improvement of mechanisms of political management. The aim is to study the features of decentralization's influence on modernisation of political management at regional level as its basic mechanism. The methods are a comparative-historical, descriptive, comparative analysis, synthetic approach, prognostic, dialectical, analysis of the systems. Proved that foreign practice of reform of political management allows to consider the growing influence of local communities in identifying priorities for regional development as a key trend which updates democratic organizational structures of public administration. Based on the study of objectives and objects of regulation of political management of region the political content of stages and forms of reform on regional decentralization in the modern EU established. Based on a comprehensive analysis, the factors of the increasing the efficiency of political management at the regional level of modern Ukraine determined. Application spheres are the public-state co-operation and training courses.
