Object of research: public policy in the field of public servants' training. Objective: To study the theoretical foundations and determine directions for improvement mechanisms for the formation and implementation of public policy in the field of public servants' training. Methods: comparison, observation, statistical, systematic approach, historical simulation, analysis and synthesis. Results: The model-based approach to the research of training specialists in public administration by analyzing the four stages of public policy in the field of public servants' training: training-needs analysis, formation, implementation and evaluation of its effectiveness.
