Bakumov O. Constitutional Right of Citizens of Ukraine to Participation in Elections and Referendums and Problems of its Exercising.

The thesis is devoted to comprehensive study of the constitutional right of citizens of Ukraine to participation in elections and referendums. The basic elements of electoral rights theory are examined in the paper. In particular the concept and essence of principles of citizens' participation in elections and referendums, the concept and structure of legal relations in specified sphere, and phenomenon of abuse of electoral rights are researched. The main problems of eligibility guarantees are analyzed. The basic directions of citizens' participation in the work of election committees are considered. Special analysis of citizens' rights to participate in pre-election canvassing and election campaign financing was carried out in the work. Activity of judicial bodies in the case of citizens' electoral rights violation is researched. Constitutional regulation of citizens' participation in all-Ukrainian (national) and local referendums is studied. The necessity for the development and improvement of Ukrainian referendum legislation was argued.
