In the dissertation the complex scientific research of the structural-functional analyses in the system of procedural norms of law is made in connection with other institutes of this legal sphere, the conclusions and propositions of further development of the norms of procedural law are formulated. On the basis of historical method the author made the analytical salvation for the problem of characteristic features of the formulation and development of the theory of procedural law. According to the judicial practice and the fundamental researches of main scientists in different branches of law the definition and functions of procedural legal norms are depicted.
