Kovch V. Evolution of the economic functions of the state in the emerging innovation economy

The general conclusion of theoretical and methodical positions is carried out in the dissertation, and also the development of scientific and practical recommendations in relation to the evolution of economic functions of the state at the terms of forming of innovative economy. It was investigated the important role of the state in the theory and practice of problems, the evolution of its functions, during forming of innovative development of economy. In conducted investigation the analysis of theoretical positions of the state and economic system was done, the economic functions of the state were analysed in a context of innovative economy, found out their strong and weak sides. Grounded conception of the effective state and the features of economy of bureaucracy are investigated, taking into account the present time and the experience of past years. The analysis of features of innovative economy is carried out; the indicators of innovative development and investigational evolutional positions of conception of the national innovative system are set. Grounded reformation of directions of innovative activity and the analysis of partnership of the state and private business is conducted in innovations. Investigated the financial providing of innovative development of Ukraine, and also actions are offered in relation to the improvement of efficiency of the state financing of innovative activity. Found out the main reason of not perception of innovative activity by the state in Ukraine on the modern stage and recommendations for overcoming of this problem are offered. The principles of realization of innovative strategy of development of the country and the economic role of the state are set.
