Essay

Object – the management personnel of the enterprise mail service. Purpose - definition and justification of theoretical and methodological and practical recommendations to improve the process of developing HR strategy post offices on the basis of the formation of core competencies. The study used a set of methods, techniques and principles of scientific knowledge, the fundamental provisions of HR strategy at the theoretical and empirical levels. In particular: the methods of observation, analogy, comparison, analysis, synthesis, measurement, modeling, expert methods, correlation and regression analysis and mathematical statistics, methods of graphic tools and marketing and economic analysis. Scientific novelty: theoretical and methodical development process grounded HR strategy post offices based on the formation of key competencies, which consists of the stages of formation, application and development of personnel, based on the application of scientific and methodical approach to evaluating the core competencies of employees, and helped set the future prospects efficiency and staff development; improved definition of 'HR strategy in Telecommunications ", scientific and methodological provision for the development of strategic planning for human resource development company with the definition of shapes, forms and methods of professional development, scientific and methodical approach to evaluating the core competencies of employees postal communication was further development structure HR strategy enterprise mail service; position to identify the relationship between the level of competence of the employees and their level of attractiveness.
