Khmil N. Organization of government sustainable development of agriculture

The thesis is devoted to the development of theoretical and methodological bases and practical recommendations for improvement of governance in agriculture based on sustainable development. The aim of the thesis is development of theoretical and methodological bases and practical recommendations for improvement of state government of agriculture which based on sustainable development. In the dissertation research were used methods such as historical, monographic, economic and statistic, comparison, structural-functional, abstract logic, modeling, graphical and tabular, deductive. Theoretical approaches to the interpretation of sustainable development (including agriculture), organization of governance and forming tools of it are generalized and reasoned in the thesis. The author proposed interpretation of "sustainable agriculture" and "organization of governance of sustainable agriculture". There was made analysis of conditions of agriculture by sustainable development criteria. Also was made research organization of the governance of sustainable agriculture, which includes its standardization and innovative aspects. Was created proposes to improve the current functional subsystems of sustainable agriculture, proposed additional measures of investment and innovative model according to the sustainable development, was based the governance model of sustainable agriculture based on standardization system. Scientific novelty of the results is determined by a combination of theoretical and methodological approaches to the improvement of governance of sustainable development of agriculture. The main results of the research which contain scientific novelty are: at the first time: - the principles of systematic decomposition of the components of sustainable development (social, environmental, economic) up to the level of their primary elements and conducting of causal analysis of the links between them, with clarification of accordance of these elements with modern requirements and the real possibilities giving them them new qualities, and following reverse of their arrangement with a focus on the improving of the functions of branch governmental management were based in the thesis; - it was proposed the conceptual approach to the concentration of a specific set of functions of branch governance around questions about forming of effective preconditions for providing of sustainable agricultural development with regard to the requirements of international and national standards; improved: - the definition of "sustainable agriculture" as a type of development, where realize strategically consistent quantitative and qualitative changes in sectoral production through investment - innovative model and high standards refered to solution of food security and socio-economic and environmental problems of the branch; - the definition of "organization of governance of sustainable agriculture" as the approval process of selected in accordance with the structure of sustainable development functions of sectoral governance with the requirement of synchronous and systematical improvements by changing of their organizational, legal and socio-ecological-economic factors of production; received further development: - methodological approaches to the analysis of existing sectoral governance functions which are related to the creation of conditions for sustainable agricultural development, and evaluation of the system of governance; - proposals to balancing of the existing functional powers of the authorities of different levels of sectoral governance (center - region - district) due to structured basic components of sustainable development of agriculture. Basic provisions, practical recommendations and suggestions of the dissertation research are accepted for implementation by the Ministry of Agrarian Policy and Food of Ukraine, Department of Agricultural Development of Uman District Administration. The practical significance of the results is that the basic provisions and proposals of the research can be used in work of of state authorities which regulate agricultural production; in the process of development of Legal Acts and in the educational process.
