Essay

The object of study is the depressed areas state regulation processes. Objective - theoretical positions development, methodological bases and practical recommendations for improving depressed areas state regulation. Methods - structural and logical analysis, methods of logic, dialectics, systematic approach, statistical and economic analysis methods, structural analysis, comparative analysis method, economic and mathematical modeling method, formal-logical approach, the concept of general systems theory. The practical significance of the results is that the theoretical propositions and conclusions directly brought to the level of specific practical proposals and solutions. Scientific novelty of the results is to develop the scientific and methodological approaches to improve the depressed areas regulation mechanisms that will support greatest depression areas and solving important problems of national importance. First proposed conceptual approach to the formation of the depressed areas state program. The approaches to the development of relations forms and socio-economic development targets deprived areas; assess the impact of the special economic zones and priority development areas functioning for the social problems in the region solution. Received further development of the Ukraine law provisions in the field of SEZ and TPD through the specific additions introduction; measures antidepressant withdrawal mining towns of the crisis, criteria for determining the status of mining towns to include additional, territorial administration principles to include the following areas: regional integrity socio- economic development, natural and geographical balance, priority development identification.
