Essay

Object of investigation: the process of using solid domestic wastes (SDW) as energetic resources for heat-and-power energetic enterprise taking into account regional aspects. Goal of investigation: to develop scientific and methodic approaches and to define practical ones to ecological and economic appraisal and organizational and economic supply of SDW as energetic resources in heat and power engineering. Methods and tools of investigation: dialectical method, systematic method, abstract-logical analysis, system-structural analysis, comparative analysis, grouping method, statistic method, expert evaluation method, economic and mathematical modeling. Theoretical and practical results: theoretical and scientific and methodic bases of ecological and economic reasoning and organizational and economic supply of SDW using in heat and power engineering. Novelty: there was firstly investigated theoretical and methodic approach to ecological and economic grounding concerning suitability to use SDW as energetic resources, the base of which is to define optimal correlation between volumes to use traditional energetic resources and power intensive SDW on basis of total costs minimization and possible ecological and economic loss; there was improved methodic approach to define joint factors and degree of their impact on optimal correlation during the simultaneous use of the traditional kinds of fuel and; there was perfected methodic approach to the structuring system of economic, ecological and social effects after using SDW as energetic resources; there was accomplished methodic positions concerning appraisal of economic and ecological effectiveness to use SDW as energetic resources; there was amended theoretic and methodic approach to form the organizational and economic mechanism of providing SDW use in heat and power engineering. Degree of implementation: investigations and practical recommendations have been implemented into: UP "Sumy housing service" of Sumy local administration, OJSC "Sumy heat and power engineering service", educational process at Sumy State University. Area of usage: environmental economics, environmental protection.
