Dissertation work is devoted to the questions of perfection the methodological approaches to the estimation of the system of regional water consumption taking into account influencing factors of social-ecological-economical environment. Essence of concepts "nature management", "water consumption", "balanced water consumption system" is specified in work, that allowed to improve methodological bases of the regional water consumption system as organization forms of usage processes of water resources in a region.Results of dissertation research are basis for development of complex economic- organizing measures, realization of which will provide harmonization of processes of cooperation of the natural and public systems, regeneration of geophysical.
