Essay

In the theses the role of democratization in the international system transformation is defined. Important aspects of evolution and development of so-called "waves" of democratization are highlighted. A characteristic feature of the neo-liberal model of democracy is that the sovereign majority can suppress minority. As the liberal democracy should, but isn't able to be the power of all individuals, democratic power is the one that is limited and fragmented, and this is its essence. The comparative analysis of US foreign policy in the context of democracy spreading under presidency of B. Clinton, G. Bush and B. Obama is done. Peculiarities of new agenda for American administrations of post-bipolar international system that are based on "soft" and "smart" power politics are defined. U.S. foreign policy under President George W. Bush, Jr., was carried out on the basis of the new "Bush doctrine" that meant applying preventive strikes against the enemy and unilateral action without the approval of the international community. The problem of proliferation of neo-liberal democracy by the administration of U.S. President Bill Clinton after the collapse of the bipolar international system is ivestigated. Major challenges to international security are analyzed. In this context, it is proved that countries with high levels of instability (failed states) are the only obstacle in the way of the United States to the triumph of neo-liberal model of democracy. The core of democracy "reset" in the World under the presidency of B. Obama is examined. It is stated that USA are trying to neglect the violence of the main democratic principles in the World. The main changes in the context of people's rights observation are found out in the countries of Northern Africa, Middle East, Latin America, China, Russia and post-soviet countries. It is proved that foreign policy of Obama Administration is rather contradictory and it is associated with mainly declarative support of democracy in the world.
