Dissertation deals with the research of international experience of organization and functioning of local and regional ombudsmen. Law nature of these institutions is characterized from the point of view of theory and practice; the characteristics of regional and local ombudsmen is presented and their place in the system of public power organs. While researching the status regional and local ombudsmen their features, their appointment and discharge are specified; the aim of the activities of regional and local ombudsmen are defined, their responsibilities are analyzed.
