3. In this dissertation a comprehensive analysis of the genesis and development the notion of social security is performed. The structure and functions of its mechanismes of state regulation are researched. The possibilities of the flexible adaptation of the countries' experience with different models of the social development concern planning and realization of the effective social policy and providing reliable social protection are investigated. The main tendencies of the providing social security in the modern phase of Ukrainian's society developing are summarized. The normative, juridical, organizational and functional failures were defined. Directions of improving mechanismes of public administration of the social security in Ukraine are proposed on the base of analizing.
