Essay

The thesis is comprehensive research of the development of legal regulation of employment and control of unemployment in the Soviet Ukraine from 1917 to 1937. In the thesis the notion of "employment" is studied at doctrinal and normative levels and analysis of the scope and extent of the subject-matter, historic and source grounds is made. Methodological principles that form the basis for the research are examined. Historical and legal aspects of the formation and development of the Soviet Ukrainian legislation on employment are determined. The influence of the Soviet Russian and Soviet Union legislation is demonstrated. The research covers processes of formation enforcement of legislation on unemployment control for different population categories and provision for employment in the key sectors of national economy (industry, agriculture, and intellectual area). Attention is paid to creation of public institutions on employment. It is shown that employment was ensured through coercion, relative voluntariness, voluntariness with dominating elements of coercion. Much attention is also given to the study of forms and methods ensuring employment. Specific features of legal and administrative aspects of their implementation are listed and described. Legal sources have been classified and the periods of the employment legislation development and control of unemployment have been done.
