Essay

The thesis is devoted to actual scientific task of planning the number of managerial staff in the steel industry. The object of research is the process of managerial staff number planning at metallurgical enterprises. The subject of my research is some theoretical approaches, methodological and practical issues of managerial staff number planning based on the standards for metallurgical enterprises. The aim of the thesis is to develop the theoretical foundations and scientific, methodological and practical recommendations for planning the number of managerial staff at steel plants based on standards, taking into account the structure of the functional responsibilities head staff at various levels of management and economic performance. Set of methods: theoretical research, economic and statistical methods and methods of analysis of empirical data: a method of logic synthesis, systematic approach, analysis and synthesis, the method of peer review, sample surveys and groups have been used in thesis to achieve set goals. Scientific novelty of the results is the development of the theory of planning the number of management methods and argumentation of its planning, taking into account the structure of the functional responsibilities of head staff at various levels of management and economic performance. A new method has been proposed for estimating the complexity of unpredictable and uncharacteristic activities related to management functions, based on the coefficient of determination and proportion of the following works in the total managerial functions, the use of which can objectively justify the total quantity of administrative personnel. The system of duties for managers that contains a block of professional functions related to the activities of the manager as a specialist in a particular field of knowledge and management functions aimed at managing subordinates and organization units, the use of which allows to develop strength ratios by type of management functions has been upgraded. The method for determining the number of managerial staff of various levels of government based on the structure of management functions by management groups and subordinates number of appeal rate has been improved. By these means specific conditions of the structural unit and features of managerial work are taken into account. We have already realized the further improvement of scientific principles of managerial staff number planning through the development of the basic principles of planning, which allows you to make a choice of planning method for managerial staff number for justification of staffing structure.
