In this thesis on the basis of the study, analysis and research of theoretical propositions and approaches, positions and concepts, acts of international and national legislation had been researched theoretical problems of the hierarchical structure of the legislation. Problems of understanding of the essence of the law, its concepts and features had been examined. Among other things was explored the understanding of adjacent legal terms that are associated with general theoretical understanding of the category of "legislation".
