Essay

The thesis deals with the theoretical basis for the development of public-private partnership (PPP) in transitional economy. This paper highlights the evolution of scientific views on the relations between the state and business and author's approach to determining the nature of PPP in the broad and narrow sense. The specific characteristics of PPP were identified and a theoretical model for solving conflicts of interests between state and business in economy was developed. It is shown that the development of PPP which is based on consolidation of efforts of the government and business can implement strategic public projects while transforming conflict of interests into the driving force for modernization of national economy. However, the subordination of the interests of one party over another due to the lack of effective mechanisms of PPP leads to the shadow economy, corruption and creates a destructive impact on the socio-economic development. Analysis of institutional and organizational support of PPP in Ukraine allows to determine the potential opportunities and threats of the cooperation between state and business in national economy. Conceptual framework for improving the mechanism of PPP in Ukraine was formulated. The framework includes such mechanisms as identifying the areas in which private investments in the form of PPP are needed, implementation of pilot projects and creation of state fund for supporting the development of PPP's in the national economy.
