The structure of incentive constructions in language of publicistic texts of the beginning of ХХІ-st century is studied. In particular the incentive modality as functional and semantic category from the point of view of functional grammar is considered; the kernel, the semi-periphery, the field "Inducement" periphery is allocated. Explicit and implitsit forms of expression of motivation are also allocated. Functional parameters of incentive speech acts in publicistic texts of the beginning of ХХІ-st century are described. The general characteristic of the theory of speech acts is presented.
