The thesis is devoted to the study of public policy forming of national identity in the context of ensuring the national security of the Ukrainian state, the foundation and development of prescriptive models of Ukrainian national identity, as well as strategies and mechanisms for its implementation. It is investigated contextual transformation of concept of identity and ascertained its definition in modern theoretical discourse - as socially caused phenomenon as such that is designed, determined by certain factors and agents. Necessity the framework for analysis of identity, as an inherent characteristic postnonclassycal Science, is postulated. The concept of identity must be analyzed from the perspective of these two "primary" modalities of how the personal and social identity, last-named, by-turn, also has two modalities: individual and collective forms. Actually, national identity appears as a collective form of social identity. . The problem of designing of national identity is considered through a prism of application of standards of discursive ethics and the concept of Deliberative Policy. The essence of normative model Deliberative Policy and expediency of use of its principles for formation of key parameters of national identity is opened. Key parameters of the Ukrainian identification space are analyzed. Correlation of ethnocultural and political components of normative model of the Ukrainian national identity in a context of ensuring political safety is established. Substantiated integrative model of state policy of national identity as a system of institutional, legal, regulatory and control measures on the formation of the state of general identification space in order to legitimize the socio-political system, constitution of communicative social unity, approval of the prescriptive model of national identity, the basic political, socio-cultural, ethnic, economic which parameters need to be set by the procedures of deliberative policy, the organization of national 'index' and the general public negotiations while maintaining the territorial integrity and sovereignty of the Ukrainian state, the rights and freedoms of Ukrainian citizens, adequate democratic development. The main directions of state policy of national identity in Ukraine: the strategy of the government to strengthen the political agenda of Ukrainian national identity (the formation of a political community and civic loyalty, self-assertion of community) and government strategies to achieve social and cultural unity of the Ukrainian society (the formation of supra-ethnic community, the approval of the general societal culture and axiological unity of the national community, the constitution of the "integrative" symbolic capital of the Ukrainian national project), embodiments of which there are organizational-legal, political-legal, social, psychological, societal and socio-economic instruments.
