The dissertation is a comprehensive research of general theoretical and practical legal rationale for local self-government operating in civic society. It determines historical and legal background of local self-government in Ukraine, functions of local self-government and mechanisms for their implementation in the context of civic society development. The thesis examines main factors for local self-government formation in Ukraine, the evolution of its legal regulation, the practice of exercise of local self-government functions and peculiarities of its development in Ukraine. It results in the specification of certain good practices of local self-government development as well as some regulation drawbacks legal provision and domestic local self-government operation. The author critically analyses the peculiarities of local self-government operation in order to specify the doctrinal understanding of "functions of local self-government "while determining its content and variety. The dissertation examines main factors for local self-government formation in Ukraine, the evolution of its legal regulation, the practice of exercise of local self-government functions and peculiarities of its development in Ukraine. It results in the specification of certain good practices of local self-government development as well as some drawbacks of local provision and reputation of domestic local self-government operation.
