Essay

The object of research is process of state regulation of compulsory insurance typs. The purpose of research is development of theoretical positions, methodological approaches and practical recommendations to improve state regulation of compulsory insurance in Ukraine The methods of research are theoretical generalization, systematic approach; expert survey, method of structuring elements of the system and hierarchy analysis, logic analysis, synthesis and comparison; graphical methods, cluster analysis, the method of analogy, analytical and abstract-logical analysis. Definition of the nature and content of "compulsory insurance" that highlightes the following components: focus on the protection of socially significant property interests of policyholders, existence of a mechanism to guarantee insurance payments, regular revision of prices of insurance services; definition of the functions of the state to control feasibility of compulsory insurance; justification conditions of compulsory insurance that provides the use of cluster analysis according to the criteria of insurance premiums, insurance rates and average insurance payments; methodical approach to the justification of a sequence introducing compulsory insurance that allows for a system of compulsory insurance appropriateness criteria and evaluation of the effect for insurance consumers, insurers and the state are got futher development. Approach to the formation of tariffs for compulsory insurance, the difference consists in the use of incentive regulation on the basis of the approximation to the normal level of benefits payments and limit the load; methodological support of public-private partnership in the field of compulsory insurance that differs phased application of scientific methods to development of the functional model of partnership and description of its elements are improved.
