Marynets V. Statutory and regulatory principles of formation of legal position of persons with hearing impairments in Ukraine.

The dissertation is a comprehensive research of the legal status of persons with hearing impairments and aspects of protection of their rights under conditions of foundation, formation and development of social legislation and under current social and economic conditions, on the basis of the comprehensive analysis of historical sources and scientific legal literature on these issues, analysis of relevant international standards and acts of national legislation with further development of specific proposals and recommendations for improvement aimed at the realization and enforcement of the rights of the persons with hearing impairments. Proofs were found for necessity of research of the legal status of persons with hearing impairments in all historic periods from development of the human civilization to the present days, as it gives a possibility to determine ways for foundation of equal with other members of the society possibilities for persons with hearing impairments. The dissertation includes a comparative analysis of the legal status of people with hearing impairments in Ukraine and other foreign countries, covers the problem of integration of people with hearing impairments into the society by giving the official status to the sign language and foundation of principles of social policy aimed at crossing of obstacles, which prevent individuals with hearing impairments from full participation in the social life. The dissertation covers and gives proofs of impact of social institutions on formation of the rights and legal status of persons with hearing impairments, as well as characterizes dynamics of the legal regulation of the status of persons with hearing impairments for reflection of indicators of effectiveness of the state social policy of Ukraine.
