Semerak I. Constitutional and legal basis for a local referendum in Ukraine

The thesis presents a comprehensive research of the institution of local referendums in Ukraine as a form of local democracy and simultaneously one of the most effective mechanisms for the implementation of the constitutional right of local communities to resolve local issues both directly and through local governments. Author's vision of the meaning and role of local referendum in the system of local democracy and local referendums is substantiated. Correlation of local referendums with other forms of local democracy is detected. Theoretical and methodological approaches to classification and typology of local referendums in Ukraine are identified.
