Essay

The dissertation is dedicated to the issue of provision of rationale for technological basis of storage and effective use of information in functionally independent mobile informational systems using ergonomic features of dual system in first line medical electronic passport and unification of medical information. Criteria of dual complex "medical information systems - medical electronic passport" (MIS-MEP) were evaluated. It was found that presently there is no unitary system of computer systems' ergonomics evaluation and consisting of five criteria and 18 indicators was proposed. The system allows the user to obtain quantitative characteristics of MIS on all the stages of their development and implementation. In order to achieve long term information storage in MEP the use of flesh data mediums on the basis of flesh memory WORM was proposed. The latter together with the use of specifically developed software made possible the protection of data from editing, selective level of user access to the necessary pieces of information, which provides confidentiality, guarantee that data can be added only by certified used (medical doctor) who possesses his unique electronic key. The use of multilevel system of data recording that provides the functions of data protection not only by programmed ways but also on the apparatus level was substantiated. Theoretical and practical results of the research were brought to the level of implementation in medical universities and institutions of post-graduate education.
