Gordienko O. Improvement of Public Administration Capital Investment Mechanisms at the Regional Level

In the dissertation new approaches of contemporary scientific tasks were determined for improvement of public administration budget capital investments mechanisms at the regional level through applying e-government elements and enhancing the efficiency and transparency of administrative decision-making process. The author has described current system of public administration capital investments and revealed problems of functioning mechanisms of public administration budget capital investments. There was identified that budget capital investments have been used inefficiently due to shortcomings in the organizational, legislative, budgetary and information mechanisms. Also, the level of informatization has been presented and the elaborations on information and analytical systems implementation in the governmental bodies were summarized. The author offers an integrated approach in order to improve the mechanisms mentioned above through the development of conceptual model of budget capital investments at the regional level. The model itself is the informational and analytical system that involves interaction of public administration bodies based on e-government principles. It is proved that introducing this model into public administration bodies' activity will improve the efficiency and transparency of their (administrative bodies) decision-making process when they substantiate the construction of social infrastructure facilities from the budget funds.
