Essay

The work explores the organization of local government in Switzerland, as well as the implementation of its theoretical fundamentals in relation to Swiss federalism. The concept of the federal state is examined where the principle of federalism is one of the main principles of a political system of that country. The features of Swiss federalism and its constitutional-legal bases are defined in terms of its merits and demerits. Characteristic activities of the central government and local authorities, as well as methods of conflict-resolution between them are determined. The dissertation investigates the constitutional-legal regulation of local government in Switzerland. It examines the general characteristics of the model of local governance, its evolution and the regulation of local government in the Constitution of Switzerland. It examines the implementation of subsidiary- principle in the local self-government. The work addresses the procedures of realizing the mechanisms of Swiss direct democracy. It examines the order in which people's initiatives emerge and the process of holding referendums, as well as their content and peculiarities in this country, showing the realization of direct democracy at various levels of local government. The paper analyzes the current state of the Swiss municipal system and summarizes the contents of recent reforms of Swiss political system, particularly at the local level.
