Essay

Object of study - the process of the state regulation of imbalances in regions development. Purpose of the study - the design and development of theoretical and methodological support of state regulation of imbalances in regions development with the convergent-divergent trends. Methods: a theoretical synthesis, analysis and synthesis, monographic, system structural analysis, comparative, content analysis, statistical analysis, econometric modeling, cluster analysis, Markov processes. Further developed: theoretical and methodological approach to government regulation of regional development imbalances, which, unlike the existing ones, based on the theory of convergence and coordinated by a combination of the three objectives of regional development, namely convergence, regional competitiveness and inter-regional cooperation, aims to create efficient regional policy of the state through increased resource potential of territories and the convergence of levels of socio-economic development, methodological support of the analysis of regional development imbalances, which, unlike the existing ones, based on a combination of static and dynamic, spatial and club evaluation allows us to construct an adequate opportunity to localize regions of the state policy divergent trends, and form the basis for further convergence of levels of development, methodological support of identifying the sources of regional development imbalances, which, in contrast to the existing ones, based on the expansion parameters convergence, aims to identify the types of economic activities, which are the most appropriate subject for the state regulation and form a convergent-divergent trends in the country. Improved: the concept of "disproportionate social and economic regional development", which, unlike existing characterizes the discrepancy between the structure of the population of regions and the structure of the performance indicator of regional development, due to the difference in the natural resource potential, inefficient use of available resources and the disadvantages of government regulation of uneven development. Research results are used in the Department of Economics and International Affairs of Kharkov Regional State Administration (certificate № 25/1 from 12.06.2012), Mariupol City Council (certificate № 6627 from 16.11.2012) and in the educational process of Kharkov National Economic University (certificate № 12/85-14-79 from 15.11.12).
