The thesis analyzes the theoretical and methodological problems of political governance in Ukraine, criteria and factors to ensure its effectiveness in the democratic transition. Special attention of the thesis focused on clarifying the gaps in the institutional model of political control over all transitional periods in which the political and administrative elite was ineffective in implementing transformational goals and objectives in the context of post-communist transformations.
