Thesis is devoted to the legal entity declarations and acts of declarative-advisory nature as a source of law, the definition of their common characteristics and specific features of their own, a place in the system of sources of law. The paper defined the nature of the declaration as a political instrument, its characteristics as a regulatory act and regulatory agreement, examined the prospects of development in the system of sources of law in Ukraine and as a source of international law, identified the benefits of its use for the development of rule-making and enforcement.
