Borodina O. Governance of regional development: the European experience and its adaptation in Ukraine

The object of study is the governance of the region. The purpose of the study is to justify the theoretical and methodological foundations and develop practical proposals for improving governance development in Ukraine based on the experience of the leading countries of the European Union. Scientific novelty lies in addressing the scientific objectives of the study of theoretical and methodological foundations and develop practical recommendations for improved governance development in Ukraine based on the experience of the leading countries of the European Union. For the first time based on the experience of European countries developed and proved the concept of governance of regional development, which is the basis of organizational and structural model that includes blocks regulatory, resource and organizational support; improved: concepts and categories of research by summarizing belief systems to interpretation of fundamental definitions of "region", "politics", "regional policy" and clarify the concepts of "state regional policy", "governance of regional development"; organizational and institutional structure of governance of regional development, in particular, the necessity of determining a single authorized central authority for regional development and the creation of the National Council of Regions as conciliation institutions, approaches to resource potential involvement of the state in addressing priority governance of regional development, based on the change in the position of waiting revenues through transfers to the position of active formation sources to replenish budget that requires a fundamental change in fiscal policy and proposed the creation of the State Regional Development Fund as a tool for financing of regional programs by filling mechanism proceeds of regions by a comprehensive regressive tax rate, obtained the further development: formation periods governance development regions in the European Union by establishing development priorities for each of them, research trends in governance of regional development, which allows to determine the change in the paradigm of regional development, which is characterized by reorientation of the policy of state support to the policy of finding competitive advantage and causes the change of regional policy principles, functions, and methods of , the conceptual framework of legal, organizational and resourcing of the formation and implementation of government development regions.
