The object of study - the process of governance in the field of waste management. The purpose of research - scientific and methodological approaches to the justification of the formation of public policy in the field of waste production and consumption. Methods of research - a system approach, structural analysis, process approach, logic simulation, abstract-logical analysis, statistical analysis, a method of quality control expert. The practical significance of these results is in bringing the basic theoretical and methodological principles to the specific recommendations in the development of practical tools for evaluating of waste capacity of goods and production technologies, without which it is impossible the formation of the state environmental policy. The scientific novelty of the research lies in the fact that the theoretical and methodological approach to the use of public waste formation performance assessment tools in the study of ecology of imported goods, which is to integrate the partial life cycle of imported products and export products of the corresponding value is substantiated for the first time.
