The paper shows general conclusion of the scientific results on the formation and development of representative local government in Ukraine and the Republic of Poland, the legal basis of their activities at the district level in Ukraine were studied, the concepts and categorical apparatus of the research were analyzed. Retrospective of the formation and development of local communities and the formation of representative bodies at Brovary district in Kyiv region were examined; was made a comprehensive analysis of organizational and legal basis of the functions and implementation of powers of representative bodies of local authorities at Brovary district in Kyiv region and Volominskomu county Mazovyetskoho province.
