Zabrodina O. The political and institutional means to prevent bureaucracy in the political system of modern Ukraine.

The object is the phenomenon of bureaucratism in the political system of modern Ukraine. The aim is to study the political and institutional means to prevent bureaucracy and the features of their use in the political system of modern Ukraine. The methods are a political and system and political and institutional analysis. The paper proposed bureaucracy seen as a degenerate form of rational bureaucracy caused by dysfunction in the bureaucratic organization when ordering develops into an end in itself, and the power is legitimized by the fact of its tenure. It is shown that management practices in modern Ukraine has two aspects: the actual bureaucracy as a rational and necessary structural system for the implementation of activities related to the management in the broadest sense of the term, and bureaucracy as socially destructive and dangerous operation and effect of the bureaucratic apparatus. It is established that the main political and institutional means to prevent bureaucracy in the political system of modern Ukraine are directly related to the success of democratization of Ukrainian society. These include: the development of a democratic political power elite, the establishment of the state apparatus, with the active participation of the people, political breeding (professional) and the hardware bureaucracies. Application spheres are the training courses and political management.
