The thesis is devoted to the development of the theoretical and methodological bases and practical recommendations for the formation of the target building of the machine-building industry. On the basis of summarizing the theoretical and practical approaches to the assessment of potential businesses there was improved the method of evaluating of potential target companies that determines the definition of the integral index, which takes into account the factors of direct and indirect effects, makes it possible to assess the internal and external components of the target potential and is informative and analytical basis for the formation of the target capacity - building enterprise in today's economic development. There were proposed methodical basis to determining the unused reserves of the company, which allows to realize the opportunities of the growth potential engineering companies compared with selected target values. There was proposed a conceptual approach to the development of targeted potential enterprise of the engineering cluster that through the development and implementation of organizational models of strategic direction, the "road map" project cluster association, assessing the effectiveness of its activities allows to generate targeted capacity of the building enterprises. There was studied and summarized the essence of the concept of "potential enterprise" based on its content and deepen the concept of " potential target companies" as the possibility of achieving the maximum level of enterprise development that meets the long-term objectives, the implementation of reserves growth that arises when using all available resources and opportunities for internal environment, and includes the effect of environmental factors. There was clarified and expanded the classification of potential, which, unlike traditional approaches, involves the introduction of two characteristics: the level of the hierarchy of institutional units and the level of potential use; classification of potential target companies that can identify potential target companies for compliance with existing resources and reserves were set long-term goals and the level of impact. There were proposed guidelines for the evaluation of the concept of potential target enterprise engineering cluster using economic and social effects on the micro and meso level and the synergistic effect resulting from the use of reserves and sustainable business opportunities within the engineering industry of the generated machine cluster.
