Zaitseva I. Constitutional legal support of statute rule-making in local self-government in Ukraine

The thesis is devoted to research of problems of the theory and practice of the constitutional ensuring statute rule-making in local self-government in Ukraine. The history of charters of territorial hromada and charter adjusting of local self-government is probed in Ukraine. Foreign experience of municipal law-making is considered, opportunities and forms of its reception in modern Ukraine are revealed. Definition of concept of statute rule-making in local self-government is formulated. Procedural, axiological and ontological aspects of statute rule-making in local self-government are characterized. Problems of municipal practice from a position of development of authorized rule-making in local self-government in Ukraine are considered.
