Essay

The thesis focuses on historical and legal reconstruction and scientific assessment of the legal regime and consequences of military contingents of the Quadruple Alliance stay on Ukrainian territory in 1918. It reveals the great significance of foreign military presence as an important factor in the functioning of the governments of Ukrainian People's Republic (Tsentral'na Rada) and Ukrainian State (Hetman P. Skoropadsky). An interventional nature of the impact of management of German and Austria-Hungarian troops on internal Ukrainian processes and policy of Ukrainian governments is proved.
