Petrunenko Y. Economical and Legal Grounds of Government Procurements in Ukraine

The thesis deals with analysis of legal basis, characteristics and types of government procurement as a form of management and economic law institute. Based on the analysis of the legal and doctrinal approaches to understanding the government procurement it is proposed its new definition and classification. The definition of government procurement management is proposed. The government procurement is a form of economic activity of state enterprises, institutions and organizations for procurement under the agreement (contract), which is characterized by special factors that determine its specificity and autonomy: an object, a range of varying relationships, sources, functions, principles, and that are subject to economic and legal regulation.
