The thesis is created, optimized and improved mechanism for the synthesis of effective evaluation of quality assessment information and measurement systems. The basis of the mechanism are genetic algorithms. Genetic algorithms are allowed to develop a method for assessing the quality and selection of software that is used to obtain telemetric information from telecommunications facilities. A method for obtaining a comprehensive integrated technology assessment of quality of functioning information-measuring system while ensuring compliance with the metrological parameters of requirements specification, standards and regulations.
