Pushkar O. Humanization concept of public administration in the conditions of social, legal state building

The thesis deals with the principles of public administration humanization concept forming in the context of European standards of democratic governance The content of public administration humanization concept that in the legal and administrative-political sense is as a content of compulsory rules, procedures and principles of law realization in public administration, law-making acts of the state bodies and local authorities is substantiated. It is proved that an important humanization factor of public administration reforming is the principle of proportionality, which determines the limits of government interference with the rights of the individual The basic ideas, which are underlaid in the activities of public authorities of Ukraine and European countries, are distinguished, definitions "humanization of public administration", "socialization of administration", "institute of rights and freedoms", etc are given and specified. The scientific approaches to the law realization content determining as a function of the state are improved. The concept of humanization of public administration in the context of European standards of public administration is offered.
