Essay

The dissertation presents a comprehensive research of rationalized parliamentarism, the author specifies the content of the concept "rationalized parliamentarism", determines its main components in the Polish version (principles of formation and functioning of the coalition government, political responsibility of the government and parliament's right to perform current adjustment of the government composition, individual political responsibility of government members; constructive vote of non-confidence; president's right to dissolve the parliament; procedure of government formation; role of the electoral system in the the parliament political structuring), outlines the reasons of the phenomenon establishing at the constitutional level in post-communist countries, particularly in Poland. This work contains a thourough analysis of the system of checks and balances, which lies in the basis of the legislative and executive branches of government interaction. The author explored the influence of the electoral system on the parliament political structure as well as practical realization of rationalized parliamentarism on the basis of the results of the legislative activity of the parliament of the Republic of Poland, executing parliamentary control over government, government stability. The analysis of the constitutional scope of legislative and constituent powers of the parliaments of the Republic of Poland and Ukraine is carried under the principle of analogy in terms of functionality and thereupon it is proposed to apply the experience of the Republic of Poland in domestic realities.
