Thesis studies objective is to research legal basis of the activities of Hetman-Rule Rada in the mid-to-late XVII-XVIII century. The study showcases evolution of the Rada from democratic to oligarchic legal body; its three organizational forms of activity: Collegiate organ, Rada through colonels, Congress of Senior members, development of lawmaking activities towards establishing principle of the supremacy of the enacted law through first national Code drafting - "The rights, as of which Little Russian common can be at law" of 1743. Operation of the principle of traditional heredity of representative democracy in state lands of Ukraine from the times of Old Russian to Cossack-Hetman state was being re-established.
