The object of research: the development of personnel in the strategic management of industrial enterprises; The purpose of work: theoretical and methodological development of software to enhance staff development in the system of strategic management, research methods and techniques: methods of structural and logical analysis, statistical analysis, factor analysis, expert opinions, cluster analysis, taxonomy, graphical method; Theoretical and practical results: a methodical approach to the choice of strategy development management staff , the difference of which is the consideration of two components - the level of development and productivity, forming the matrix “Portfolio strategies of the enterprise" consisting of four quadrants, each of which corresponds to a certain group of staff in terms of its development and recruitment strategies of development management personnel; methodological support for the evaluation of staff development feature of which is a combination of quantitative and qualitative assessment based on a combination of their definition (method of factor analysis - to collect quantitative indicators, the method of expert estimates - for the evaluation of quality indicators - competencies) and combining the obtained values of the integral indicator of staff by taxonomy, classification strategies of personnel management, which honors the existing classification is its complement sign "the main stages of the management process personnel development" within which the selected strategy: the selection and involvement, work adaptation, assessment , vocational training, career advancement, use and movement of personnel motivation and its abbreviation, the definition of "staff development", which involves obtaining and improving corporate and professional groups and behavioral competencies , providing effective implementation of the strategic objectives of the company staff, a list of competencies that should have a production staff that, unlike existing, complete new group of corporate competencies clarifies existing professional groups and behavioral competencies, acquisition and development of which ensure the effective performance of professional tasks and the successful implementation of the strategic goals of the enterprise; competency evaluation procedure that requires a parameter relative frequency of each manifestation of competence judgments of experts and allow to translate qualitative expert assessment of quantitative measurement and use them when calculating the integral index of the level of staff; Subject and degree of introduction: development implemented in practice OJSC "Turboatom" and LTD "Zmievskoy engineering plant "; The sphere of application: human resources management of the engineering enterprises.
