Yakovenko G. Improving state mechanism of preventing and counteraction corruption, especially transitive systems

The object of study is a process of forming and realization of public anticorruption policy. A research purpose is a theoretical ground of necessity of combination of prevention and counteraction of corruption in the system task of state counteraction to this phenomenon, exposure of basic constituents of state mechanism of effective fight against him and development of ways of his perfection. Research methods are a theoretical analysis and generalization, historical and logical approaches, statistical and graphic analysis, approach of the systems. The practical value of the got results is determined by that the worked out approaches and got results can be used by the organs of power at development of laws, regional and local programs of prevention and counteraction of corruption. The scientific novelty of the got results consists in that structurization of relations of the state and society, which contain potential possibilities of corruption as bases of exposure and development of directions of perfection of state mechanism of prevention and counteraction to this phenomenon, is carried out first. Process of minimization of corruption displays, which opens up by means of establishment of intercommunication and interdependence between the process of deregulation of economy and strengthening of efficiency of realization the state of regulator policy; going near organization and development of co-operation of citizens with the organs of power in realization of public anticorruption policy; systematization of negative influence of corruption on activity of public authorities improved. Pictures of corruption as display of privatizing of functions of the state individuals; determination of terms of distribution of corruption space in the period of passing to the market economy, basic from which is bureaucratization of state power and insufficient efficiency of activity of vehicle of state administration; evaluation of efficiency of anticorruption activity of organs of power by the timeliness of the state forestaling of corruption displays and their organizational prevention; the organizationally-methodical tool of realization of process of perfection of state mechanism of prevention and counteraction of corruption were got further development.
