Sergeeva E. Assessment of the level of local self-government development in Ukraine as a factor of civil society building

The purpose of this study is to develop scientific principles to assess the level of development of local self-government in Ukraine as a factor in the development of civil society. The object of study is the work of local governments in the context of civil society. The subject of this study is to assess the level of development of local government as a factor in the development of civil society. The thesis deals with the development of scientific principles as to level of local self-government development in Ukraine as a factor of civil society building that based on the idea of self-government representation and consideration it as a system, where the transition process to the conditions take place and when it becomes a catalyst of a civil society development through the integrity of capability of the powers usage in the community interests in order to provide its needs, responsibility for actions before the territorial community and the community potential usage. The indicators of local-government assessment as a factor of civil society building are offered. Their application makes grounds for local self-government bodies to carry out organizational-analytical activity and correct influence on civil society building.
