Essay

The dissertation reveals the theoretical and methodological bases of research experience of the Western European social policy and ways of its implementation in Ukraine. Substantiates the author's concept of the social policy in Ukraine. The features of interaction between a state and a civil society. Attention is focused on the mutual and different features of the models of social policy in Western democracies example, the UK, Germany and France. It is proved that democracy is associated with the solution of social problems, improved financial position, reduce of unemployment etc. Substantiates the author's vision of the optimal model of social policy for Ukraine, which makes us look for new ways and mechanisms of social protection that will promote competitiveness and consolidation of society. The political preconditions and the factors of the social policy formation have been researched in this thesis. Particularly the period of the prehistory of the social politics formation has been analyzed here. It emerged that the concept of the social state was the response to the criticism of the liberal state imperfection. The author analyses the problems of NGOs activity in the development and implementation of the social policy on a local level. The ways of urgent difficulties' solution in this sphere are proposed. The main factors, that can improve the cooperation of NGOs with the authorities are determined.
