Object - the process of high-tech companies staff development to provide the necessary level of production tasks developers' competence; purpose - improving the efficiency of decision-making regarding the formation of the cast and production orders, projects through the development of models , methods and information technology of analysis and the proficiency of staff; methods - set theory and the method of state-space methods of system analysis, graph theory and analytic hierarchy process, expert estimation methods, OOP; novelty - first developed the method for forming the cast of the innovative project based on the evaluation of the possibility of a role qualimteric employee model which, opposit to existing methods, uses precedent approach for selecting and implementing projects, that allows to generate and evaluate the requirements for the competence of project performers; improved method of collective expert evaluation, due to the use of the analytic hierarchy that sped ranking level of competencies according to their importance; has the further developed method for assessing the ability of professionals to carry out the new design and productional jobs by forming a model of analysis and monitoring competence of experts, which allows employees to assess the ability to perform functional, design and production problems; results - model and methods allow to evaluate the ability of high-tech enterprise employees to perform new works by analyzing the competence of future implementers; branch - IT.
